HKID and HK Driver's license are presumably the only things your insurance company care about. If a driver doesn't have those, he isn't legal anyway.
Are you looking for a local driver or a DH driver?
Then it is pretty much like interviewing any other DH. Ask anyone you know if they have any leads. Get a good agency that can find candidates for you.
You said you had a bad experience. Agencies can only find candidates. They are not able to vet candidates. So for better or for worse the onus is on you to figure out if a candidate is good or not.
AsiaXpat is a fine one. As is ACJ (23772890 and talk to Irene).
As I see it, a good agency provides good service on the logistics (contract, medical exam, going to immigration). Agencies cannot perform screening (beyond the basics) and selection. I do know of at least one consultant who helps with vetting: Rehana Sheikh - 9105 0593.
