My sister would like to employ a Domestic Helper to live her her family in the US. Is it possible to do it from here? Is it a very difficult process? Has anyone had any such experience?

Of course it is possible. You simply go to the US and hire anybody resident there with a Green Card making sure you pay the local statutory minimum wage and abiding by all US labor laws.

If you mean can you get away with what you pay a DH in HK? I would ask you to think about that.

She is looking to hire someone from the Philippines. She understandsthat she'd have to obviously pay the award wages. I think she realises that the DHs here are quite good with a better attitude than the ones in the US. Has anyone hired from here in HKG?

Hiring from here in Hong Kong is the easy part. Getting them to the US is the difficult part. A few of my friends; Iqbaal Mujahideen and Mustafa Million would like to work there. As I understand entry is a bit more difficult than say, what it was 50 years ago.

I can't imagine it being easy; I believe the US only gives work permits to foreign nationals who can fill jobs that can't be filled by a US citizen thereby protecting the job market in the states. The easiest thing to do is have your sister contact immigration in US and ask the appropriate questions as It’s nothing to do with Hong Kong officials.
