Are there domestic helpers who can perform decent massages? If so, do they get paid extra for such services? Is this asking too much? Since helpers aren't allowed to drive you to work, I'm also wondering if there's a similar restriction on massages.

Massage done by the helper to their employer of the same sex are allowed by the Immigration Department as long as this kind of service is stated in their employment contract. I used to have this client who specifically want this service included in the employment contract of her Thai maid and no, they don't get extra pay for this service.
You are right, domestic helpers are not allowed by the Immigration Department to perform driving of any kind of vehicles. The immigration department must have made this limitation to protect the livelihood of local drivers that are here in HK.
Hope this helps.

From the Immigration Department website:
Q13: Can I ask my FDH to carry out massage duty for me?
A13: In general, an FDH is not contractually obligated to perform massage service for the employer as such service is generally not regarded as domestic duties. However, it is permissible for FDHs to help handicapped or paralyzed parent of the employer to perform regular movements of their limbs as part of the domestic duties of taking care of a household member. Please also see GR3 and GR4.
