ticket to Mindanao: need travel agent, advice

I may be hiring a helper from a small town in Mindanao. Was wondering what the options are in terms of fares. I assume PAL via Manila or Cebu is the best (only?) option. Does PAL offer one-year open return tickets? Or should I just buy a one-way ticket (Mindanao to HKG) and then buy another one-way ticket (HKG-back) when she finishes her contract?


In terms of the ticket I need to provide, does it have to be to the closest airport (where fares are likely to be much higher) or any large airport within a reasonable land distance from her home?
