Domestic helper didn't apply for HKID - any penalties?

Hi,


My friend's domestic helper failed to apply for her Hong Kong ID card simply because she didn't know she had to.


It's been over 8 months now.


If she turns up at the Immigration Dep't now, can she be sent away? Do you think the penalty will be $5000 or she can get away with less? Or should she just forget about HKID at all?
