I would try contacting immigration and ask them to put a halt on the visa application?

All you have to do is inform HK Immigration. Nothing to do with Philipine Consulate. There is a clause in the appointment letter that informs you that if you or your helper does not turn up on the appointed date, it is presumed that neither or one of the parties involved is no longer interested. But best to inform Immigration Just include the reference number given and name & ID of DH. Just in case the DH goes and pick up the work visa.
