Situation:
A Domestic Helper (from the Philippines) works currently in Singapore. Before Singapore she also worked in Hong Kong as domestice helper for many years. After completion of her contract in Singapore she finds a new employment with a family in Hong Kong.
Questions:
1) What are the procedure for her to start in Hong Kong? Does she has to go back to the Philippines first or can she come directly to Hong Kong?
2) In case she has to go back to the Philippines first, does she have to get her skills assessed again by the Technical Education and Skills Development Authority (TESDA)? And what does she has to pay to the government and/or agencies in the Philippines?
3) What other costs are involved for a transfer from Singapore to Hong Kong?

I think its possible just like how Filipinos apply for a work visa from HK to Canada if they get an employer there.
If she goes back to the Philippines, and had an assessment before she don't have to do it again, she just need to have the pre-departure orientation again.
Since she has an employer not given by an agency, she won't spend a lot of money before coming here, just the philhealth,PDOS,ETC, she won't be spending more than PHP 5K
