We are employing a new helper who is being released from her current contract after long service (6yrs plus) but not finishing the contract. She is going back to the Philippines while her paperwork is processed but will she have to do any courses/exams in the Philippines -we have read lots of conflicting stories. She is over 25 and many completed contracts while working in HK (10 yrs employment, 2 employers) but will she still have to take and pass the courses which people mention?

No. She don't have to.
We discussed this during our TV show and this is the "gist" of who are exempted.
1. Anyone who has previously worked in HK and finished her contract is exempted; ex-abroad from other countries still has to undergo said test and training and has to pay.
2. Those who worked in HK but was unable to finish their contract BUT has taken the language courses offered by the Philippine consulate ( with certificate ) will be exempted from the Language test given for free by the OWWA but still has to take TESDA's Assessment test. The fee is PHP1k ( HK 170.++ in today's rate)If she failed for 3 times she has to undergo a month's training ( which is requiered to all firt timers')
3.Anyone who will be working for a non-Cantonese speaking employers could apply for an exemption from the language test as well.
4. All first timers' ( those who will be leaving to work overseas for the first time ) will have to undergo all those tests and training by TESDA and POEA , FOR FREE.

Peechu, no I'm a Helper myself. There is an interactive TV show that caters to the Filipino community that could be accessed via cable and the net. I was part of the team , had hosted but for the most part was the moderator. WAS because I stopped and we are working on something that will include other ethnic minorities as well.
No, we're not paid it was ( and will be) a THANK YOU job.
