Levy question AGain

If you have already signed a contract (say a week ago) and it has just been submitted to an agencey - we were told the visa will probably be issued in about 6 weeks for our new helper (on her first contract). Does that mean that the levy will be waived if she actually gets her visa after September (actually this morning hte paper said probably August). Or because we have already done the paper work before August 1st or SEpt 1st that we will have to pay. I'm confused. The helper is waiting in the Phillipines for the 6 week period until her visa is issued.
