AsiaXpat is a good agency.
As for "reliable", that's really up to you. That is, the agency will find candidates and do paperwork, but you are responsible for vetting a candidate.

Just a word of caution about drivers. Make sure they have a valid Hong Kong license and that they have a contract of employment that states they are employed as a driver. Double check your insurance company knows about them and their details. I was involved in a collision with a driver employed from elsewhere in Asia and when it came to the crunch his employer's insurance wouldn't pay, the employer blamed the driver and he skipped out of HK. The HK police were useless as per normal. I had to foot all my repairs myself and a local court ruled the employer/car owner had no responsibility as he was not driving! In this instance nobody in either vehicle was hurt.
