Hiring domestic help legally

We just arrived in HK and are in the process of registring a new company that will allow us to get a VISA. The whole thing will take probably 3 or 4 months and in the meantime we would like a domestic helper for looking after my children. We haven't understood if there is any legal way to have somebody either part-time or full-time while we wait for the VISA to be processed. Do we need to pass through an agency?

Is it enough that the helper has a HK ID card? Does she need to have a contract or to be from HK?
