I overheard my DH talking with my neighbour's DH and the neighbour's DH was saying that under the terms of the "new contract", she is entitled to one paid trip home per year. Then my DH said "me too", which is news to me! Have I missed something?

Call me cynical, but maybe they were trying their luck? I am assuming that they are Filipinas but that they were speaking in English. Maybe it was a conversation meant to be heard. I could be wrong, or maybe you speak Tagalog etc.
We send our helper home quite frequently. It is a personal choice - she has young children and we feel it is healthier for her to see them little and often, my wife also likes having a break from her every now and then. Anyhow, our neighbours' helper tried a similar trick, using ours as an example tried to convince her employer that it is a new legal requirement. Not sure how stupid she thought our next door neighbours were!

I believe what they were talking about has something to do with the Immigration Dept. granting FDHs only 1 year visa to their 2-year contract (to be renewed until their current contract expires) Maybe your helper just wants to go home to her country in order to get that another year for her to finish her current contract.
