There is no special protocol, on our side we have suscribed under our name a contract with quite a lot of minutes (1200 minutes), and including free mobile set: if the bill is over the free minutes quota, mour DH is happy to pay the difference.

I don't pay for my helper's phone, but try not to call her on it. Of course if she's gossipping on my home phone then I will call her mobile... I think it's part of the job that she is contactable - but if she ddn't have a phone I expect I would supply one.

I reimburse my helper $ 50 each month for all the 1 minute calls we do for taking my child to lessons, (reporting that she's there safely, and back home).

And SOMEtimes..... I call her when she's in the market, if I forgot something on the list.

I gave my helper a phone as part of my contract so I could contact her if necessary, and for her to use freely herself. Last month's bill showed she used up 3800 minutes. Yes, 63 hours on the phone in a month. Guess you might need to watch out for things like that

I have two helpers so I bought a very basic mobile phone (it costs less than $1,000) and prepaid value card that they use if they have to go out for grocery shopping, running errands or pick up my kids from school or other activities when I'm unable to. The idea is for them to be contactable.
