Step 1: Visit A Clinic

If you’re coming down with a common cold or minor ailments, your first stop would be a public general outpatient clinic (GOPC) or a private family doctor consultation.

They are primary healthcare providers and can help with minor ailments and the management of chronic conditions. If your condition requires a specialist's attention or advanced treatment at a hospital, they will give you a referral letter to book your appointment.

GOPCs are operated by the Hong Kong Hospital Authority (HA) and provide healthcare at subsidized rates for Hong Kong residents, while fees at private clinics are not subsidized and can be costly.

However, some clinics may have an agreement with private insurers that allow direct billing. Many also accept private insurance, making it a popular option for expats who are looking for prompt services and extra comfort.


Step 2: Visit A Specialist

You generally need a referral letter to see a specialist in Hong Kong. Some facilities allow you to book an appointment with a specialist without a referral letter, but you may be charged an extra fee for the service.

To book an appointment with a specialist (both public and private), you generally need the following documents:

Valid identity documents (HKID, passport, birth certificate, etc.)
A referral letter issued within the last three months by a local registered practitioner
Residential address information

Some private facilities may allow you to see specialists directly without a referral letter, though at a pricier rate. Certain services, such as diagnostic tests or surgery, may still require a referral letter even in private practices.

Step 3: Get Admitted To A Hospital

There are 43 public hospitals and medical institutions and 14 private hospitals in Hong Kong, and most will require a referral letter or admission slip for admission.

To be admitted to a private hospital, you will need to bring the following documents:

Valid identification document (HKID, passport, etc.)
A referral letter or an admission slip
Letter of guarantee from your insurer or your employer
