Try Soho, lots of boutique shops. Could also try Tung Chung Mall. Lots of brands like DVF, Vivienne Tam- discounted stuff.

If you have time, you could try shopping online. There are many websites selling evening gowns, with far more choice than you will ever be able to find in shops here, and many of them ship to HK. Just do a search for 'evening gowns'. As long as you allow time, if it doesn't fit perfectly, you can always get alterations done very cheaply.
