Have you goooogled? Found this one from SC which has 0% but with a handling fee:

And IBC, no handling fee, but 5+% depends on the amount borrowed.

Check with your own personal bank as it might offer special rates to its customers.

Some older (2006) info: http://smartkids.thestandard.com.hk/news_detail.asp?we_cat=2&art_id=30631&sid=10609553&con_type=1&d_str=20061031

Or if gooogling is not possible (?!), wait till closer to tax season and you'll see big outdoor banner ads from the banks all over the place.

Thanks for the great info Claire.

Maybe I should wait till the year end to wait for better deal. Does it normally the case or it doesn't really matter when. Thanks.

It all depends on the lending rates, I guess. The banks swing into full promotion gear nearer to when people have to cough up the money. You may find that the banks don't have the information yet or are not ready to reveal it - tax loan business is keen in HK.
