My 4.5yo daughter currently goes there and it's a well-run establishment. I would definitely recommend it. But it's for minimum 2years 8mo. It's a kindergarten, not a nursery.
It's a local curriculum which is very structured by Western standards - lots of emphasis on learning pen control through crayoning, with a view to learning to write some Chinese characters during the 2nd term of K1, when some kids are still 3 years old and probably not developmentally ready. So probably a bit less fun than an international kindergarten. But that said, the teachers are great, it is bright and colourful, they have a nice covered outdoor playground area (which the kids visit only twice a week...), and students get a government subsidy so the fees are only $560 per month! They provide English translation of all written notices to non-Chinese speaking parents.
You need to apply in September a year in advance if you want to secure a morning class place, otherwise they have plenty of space in the afternoons and smaller classes.
You can check out the website by googling Cumberland Green Pasture Kindergarten.

Sorry about slow response. Eligibility for the subsidy applies to all parents of eligible schools - there is no means testing of parents. I think at least one parent needs to have a HK ID card but I'm not sure about that. Schools need to be non-profit making (i.e. govmt or church schools) and fees need to be below a certain level. The school should provide application forms.
I believe GPK is linked to a primary school in Tung Chung but I know of some GPK pupils who have gone to Wei Lun as well, so I don't think it's a compulsory link. Ask the school for more accurate information on that one.
