I have an external hard drive that no longer works - not being recognised. It's possibly an actuator arm issue as I can hear the arm attempting to ...actuate.

The master boot record is likely not the issue since this is an external drive and thus probably not set up to be bootable. BTW there is no need for a floppy. That fix can be performed by booting from the XP/Vista/7 CD/DVD and going into repair options.
BTW2 the command from the repair options command prompt would be "fixmbr".
In any case I would NOT try fixing the MBR at this point as any more attempts to read and write data may make the situation worse. Take it to an expert.

Thanks for the advice (axptguy38). I used Match Power. They were fairly pofessional, customer oriented and managed to reccover the data. Cost HKD120 to review the disk. HKD1,800 to recover. Not sure if that price reflects my inability to speak Cantonese or if it's reasonable, but I suppose I got my data.

Data recovery can be very expensive if the disk is badly damaged so what you go is actually quite reasonable in my opinion. Probably mostly reflects that the issue wasn't tremendously complex.
The "value" of data recovery is often hard to quantify. After all, it can be everything from "priceless" family pictures to documents that you can live without, or reconstruct with a little work.
