The deposit is usually based on your electricity bill. Our deposit is over $1000.
Perhaps you can talk to the electricity company about this? How much do you normally pay for one month of electricity?

Certainly high. Ours was 7k for the last place if I recall correctly. 2250 sq.ft. townhouse. Our bill was 2-3k/month. So from that perspective it wasn't unreasonable.
You will get it back at the end, but of course then you'll have a new deposit. Frustrating I know.

Sure, 7K, which calculates to about two month's of electricity usage.
I find HKE unfair in this case. In all the cases that I've moved into a new flat... I haven't had to pay the deposit until my first bill was due. So going from the amount on that first bill was how they would calculate the deposit.
I don't see how they can charge you $11K without having at least charged you for one month's usage so they can calculate the deposit amount?

I was thinking that, at first. But if HKE is asking for a deposit, them I presume he's setting up a new account. And in that case, the deposit would be on his usage...

It's not government-owned anyway.
Have you had your first bill yet to show your usage? How much was it? I would complain and state that I'm paying one month usage for deposit and that's that!

I think you'll find it easier to just pay up. At least for me it's not worth the hassle of arguing. Granted it will be at 0% interest but you will get it back. Unfair practice or not, the consumer has little real power versus large corporations in HK.
I don't think $6500 is unreasonable. I know people who have had higher bills than that for one month in a 2500 sq.ft. place. In fact I know a family who had a $13000 bill in the 2800 sq.ft. place. Once the need for a/c ramps up...

Yes, I've found that in HK too... that they will state the case as if to say that you can't argue with them. And yet when you do argue and hold your ground, they will make concessions.
At least $5.5k is much better than $11K! Plus, if you're average monthly bill works out to be cheaper, they already promised to review it!
