Choosing an engine size for a scooter

I want to ask experience riders of motorcyclist their advice on getting a scooter to ride in Hong Kong.

Mostly I just want to ride the scooter to and from work, maybe a couple of miles, but in the middle of the route is a big butt of a hill (don't know if you know the Kardoorie farm in Tai Po).

Just wondering about the 'smallest' size of engine I should get that can traverse that monster easily. I wouldn't be using the bike on the highway.

Cheers!

400cc is the minimum I would ride as it has just sufficient power to get out of trouble and get up that hill
