Low carb foods are available at a number of shops, e.g. Great, Olivers, All Things Healthy, some supermarkets, Health Gate. Not a wide choice but as the low carb diet is fading...

www.health-gate.com has bread mixes.
www.allthingshealthy.com.hk has Atkins stuff, inc. supplements.
You must remember that all these things are imported and are therefore expensive. They are also imported in small numbers which increases the cost. Low carb is not popular in HK - because there is no way you could ask a HK person not to eat rice or noodles.

People tend to eat out here so wouldn't bother with hunting down low carb noodles. Once you get here (assuming you are moving here) you'll appreciate why low carb diets tend to be off the menu for HK folks.
I did know someone here who ordered stuff from the US with some friends to get the postal charges down. She's moved to Singapore now though.
