Assume you are using Windows.

Resolving the problem you have can be time consuming. Probably one of steps in the shutdown routines is not completing, so it doesn't shut down. If it used to shut down properly, what did you do (install/change either software or hardware) JUST before it stopped shutting down? That is your first suspect! You can also "End Task" on all running programs (CTRL ALT DEL & use the END TASK tab), and see if it will shut down properly - if so, one of the programs is at fault. When that doesn't resolve anything, try MSCONFIG and do a diagnostic startup. If it shuts down properly then, go through all of the disabled programs and re-enable them a couple at a time, restarting and testing to see if you can figure out which of the programs are the culprit/s.

Then of course you can go to the microsoft knowledge base and search there to see what they have.
