Help! I have extremely noisy upstairs neighbours who walk around with their shoes (with high heels) on wood floors constantly - which is extremely disturbing and bothersome to us! Our concierge has asked them 3 times to please not wear shoes with heels around their flat and to be considerate of their downstairs neighbors....however, they continue to outright deny and ignore our complaints. Any recommendations? For example, can I lodge a complaint with the Hong Kong Housing Authority?

Apart from soundproofing, there's probably not much you can do. And if you keep complaining, they might retaliate .... for example by doing some hammering at 9.01am every Saturday morning, which they are almost certainly allowed to do.
So not much you can do, I'm afraid - except make a mental note to get a top floor apartment when you next move.
