Back and Forth with immigration

My friend has been to immigration every month for 10 months to apply for dependent visa for her son 15 years old. She is a permanent resident of Hkg. First she was asked about income which is the most basic. She works part time and the husband full time total income of HK$15000 and renting a flat for HK4300. Immigration did not ask for the things in one go first they ask for mothers salary then husbands salary then rental agreement then deposit of HK20,000 into bank account, then husband becomes jobless and found another job and waited for three months for the probation period now everything is complete but immigration still does not issue a visa they want the income of grandmother and stepfather and how many people living in the flat and even asked if they are happy or not!! What to do now? Yes they are filipinos, so this is a case of discrimination!

Doesn't sound to me like discrimination per se. But a Dependant Visa is issued as being dependent on the principal's visa. So if the principal was the father then the Dependant Visa would be specifically linked to the father's visa. You didn't say whether he was a permanent resident. I assume not, else the child would not need a Dependant Visa. So still following that line if the father was here on an Employment Visa (e.g.) which is employer specific and is in and out of jobs then maybe his own visa status uncertainty is the problem. However, if the principal was the mother and she is a permanent resident then I understand that agsin the child does not need a Dependant Visa.


Back to my opening comment re discrimination. It might seem like that but the ID could quite easily show cold hard facts that the nationals of a small number of certain countries cause by far the greatest proportion of immigration-related problems (overstaying, breach of visa conditions etc etc). And unfortunately The Philippines is one of those 'certain countries'.
