How about the Royal HK Yacht Club on Kellett Island? Think they hire their function rooms to the general public. Worth a try, especially if the CNY lights are still up on the Harbour.

do a search on this thread for 'venues' there have been a few threads on this.
It really depends on your per head budget. You can also talk to friends who have memberships at Clubs (American Club, China Club, HK Country Club, Clearwater Bay, etc...) as they have some great options at reasonable prices and the service is usually excellent.
