Is anyone aware of any programs that needs English- speaking volunteers to read to the kids or help them with their homework?
I've already contacted HK Welfare Society and was not given any referrals.

you could contact the YWCA, English Speaking Members Department in Macdonnel Road, I think they were looking for volunteers to spend some time in local schools helping children with English.

Mother's Choice do have volunteers. I don't have their number but if you search the internet I am sure you will be able to get details. It is one of the charities supported by our Sedan Chair Race fund.

Preschool Volunteer Program - Orientation Meeting
Are you interested in spending a few hours a week teaching local children spoken-English just through playing games and spending time with them? No previous experience is needed.
