Circus clown trick

I'm sure a lot of you have seen (either live or on TV) the trick that clowns perform at the circus when they throw a bucket of water at tomeone and it looks like water coming out but isn't at all. My question is: what is it? I'm assuming it's something like aluminium foil cut up into very small pieces but not sure (and I don't want to wreck a roll from the pantry trying to find out). Also cutting alfoil can be a bit of a bummer. I want to use this at an upcoming function. Anyone know? Thanks.

Perhaps iridescent confetti would work.

Thanks Claire. I particularly want to avoid the cutting-up process so that might indeed be a viable solution. Need to act this weekend so I'll take any other responses on board before then too. Thanks again.
