Carpark lost ticket fee

Is it legal for Carpark operators to charge HK$500 if you misplace your entry ticket?

The carpark in question writes down the registration mark and time of entry for every car. I could produce my HK ID card and I had the keys, so it's not as if I'm a car thief.

As well, I regularly park there and the attendants all know me. Just sounds like extortion to me.

There are usually notices displayed to warn you of the consequences -i.e. a standard HKD500 charge - of losing your ticket but I'm not sure how legally binding they are. Happened to me once and I politely but firmly told the schroff woman that she would have to use earth-moving equipment to extract the $500 'administration' fee from my person. She insisted it costs that amount for her to pick up the phone in the booth to call the man at the exit to let me through without my ticket. As I was the only customer and had greeted them both on my arrival an hour or so earlier, I was adamant and eventually they backed down and I just paid for two hours parking.

Yes, I have been both successful and unsuccessful at not paying--at the most I had to pay an additional $50, though, not $500. It's ridiculous. Granted, they don't want people abusing the process, but if you're a regular, as I have been, they should be understanding.
