Expat to Expat Racial Harassment

This is really nuts. I work for a training company and several months ago we rejected an applicant as a trainer. He continued to email my boss regarding some questions related to our compensation terms. My boss never responded. Last week he sent me a text message asking me to get my boss to respond. I forwarded the email to my boss, and he replied to the candidate and said " Sorry for being so slow in answering your questions... but the information you request is confidential. Thank you for understanding and good luck.

This former candidate also happens to live in the same building where our office is.


Well the candidate is now harassing me. He yells at me in the elevator and in the halls when I run into him. I have tried to ignore him, and he just gets right up into my face making racial slurs.

He is also sliding racial slurs and letters under our office door at night.

I have a good life here in China, like my job and I'm married to a Chinese woman as well. I have a lot to lose by smashing his head in, but will defend myself if he continues.


Can anybody give me a suggestion of who to contact in China to get this guy back on his med's, if you know what I mean.

Good luck. I doubt you will get the local authorities interested unless the guy is involved in some serious criminal activity. The best you might hope for is getting a sympathetic cop to talk to the guy and give him a warning.

Well, I've actaully been indirectly involved in a situation much like this one where my training centre fired and employee for behaviour reasons, and he became very "threatening" even to the point of damaging one of our computers (dear god, I hope it's not the same guy you're having issues with if you're in GZ).


My advise is that the police WILL certainly become involved if he poses a risk to the company you work for. Tell your management that you won't put up with the harrassment and that they MUST do something about it. I think you'll find that they're interest in the matter will pick up.

Two things

1) I am the manager of the office he is harrassing and have contacted the police.


2) I want to know which department within the State Administration of Foreign Experst will actually DO something

He sounds dangerous and may be! Don't allow a situation where you are alone with him, especially. Beef up security (maybe even hire a guard), for your safety? Labor is not that expensive, your office can afford a security guard and it is probably warranted in this case. Is he a foreigner? Not legal advice at all but if he is, I'm wondering if you might report him to his consulate, and also wondering if there might be some grounds to have him deported by Chinese authorities. Your or his consulate may have people with the administrative and legal expertise to guide you. And in situations very different from this, I've sometimes had luck figuring how how to navigate the system by asking the clerks etc who couldn't help me to tell me who could, what department. Often they just brush me off or point down the hall, but sometimes there'll be a person who wants to be helpful who will tell me exactly what to do, will tell me who can do something about it. I don't know your language skill, but having a friend with some initiative to make the numerous phone calls it takes to find out where to go can be a help. PS advise don't use your true moniker on an inet bb.

The Administration of Foreign Expert has nothing to do with this at all. Such matters are handled by the police. The police officer may not see him as threatening and may not act.


Racial slur may constitute defamation. However, whether going through a lawsuit for a not so great damages is worthwhile is a question one has to consider.

BTW, Meigouren's comment about the security guard is a damn good suggestion. Instill some authority around the office.

Thanks for the feedback.

1) Yes he is a foreigner, and American.

2) I am not in Guanghou,

3) Since he already knows where I work, and my name, withholding my name in this case is beside the point.

4) I agree, in general people should not use their real name on a BBS, but I hope this is a professional site and is safe enough. But you should never trust the web.

I do think you have to call the police for help. It is not a good idea to handle it by yourself only. Well, if you need a legal service to settle this problem eventually, I'd suggest you mail at: peter.mufei@gmail.com ( It is a professional law firm in Shanghai I have ever known)
