I don't think such a thing would exist, for the obvious reason that most employees would probably abuse the use of such a privlege. Also, there really isn't much reason for such a thing, isn't it more appropriate for your employees to be reimbursed for whatever they paid for on behalf of the company than having like a "supplementary card?"
I think the closest thing you can have is getting cards from individual companies like:
Citysuper, Log-on, Park NShop has (account cards for Domestic helpers), Page One... these companies have cards that you can load $ XXX in it, and you deduct the amount you spend until it's all used up.
