I got mine at the Traffic Dept next door to Pacific Place. Entered the building through the Seibu end of Pacific Place.

Check with website in Guam first to see if they recognise the Aus or HK license... you might be okay.

Went to the Transport Department in United Centre last week. Take 2 passport photos, fill in a form, pay 80 HDK and off you go with your intl. drivers licence (valid for one year)!
