I don't think anyone will be in a position to tell you whether you'll need to learn to drive as it would very much depend on different factors, e.g. whether you'll end up living somewhere within Lasne with good public transport facilities, and of that we have no idea.
Have you Googled it for basic information? Never having heard of the place, I just took a quick look and now know its distance from Brussels, accommodation, some nice walks in the area and how to join an expat club there. In fact, far more than I will probably ever need to know, and all from two minutes on the PC.

But did you Google "Belgium expats"...? Surely a website for Belgium expats - that is expats actually living in Belgium - would be able to help you a bit more than expats actually living in Hong Kong.
