In Happy Valley, Browns is great (you have to bring your dog around the back). You can also bring your dog to most restaurants in Shek O and the whole row of restaurants in Stanley (if you sit outside). Not sure whether Quarterdeck is also dog friendly.

Jump on a slow ferry to Lantau Island, Mui Wo, walk along the beach and go to The China Beach Club the people who run this are not only Dog friendly they help out with PALS which is protection of animals on Lantau.
P.s the place is right on the beach, chilled out and the food is fantastic too!!
