From the HA website:

"Accident and Emergency (A&E) Department provide consultation and treatment to patients requiring emergency service. Patients who do not require emergency attendance should seek medical treatment in public or private clinics. "

So for emergencies, patients go to public hospital A&E departments. Public hospitals do not have general out-patients services.

Information on general out-patient clinics plus opening hours:

You can make an appointment at an GOPC via the automated phone appointment service. Details on the same link.

Sounds like they have a triage system working and she is classified as non emergency and waits. My G/F thought she was dying and ended up waiting 3 or 4 hours. Now she says she would never go back. It generally works well keeps the time wasters out of the emergency systems. You would be much better to find a good GP and use them. Not as easy as it sounds as most doctors just shell out pills but people on this site will be able to recommend someone good.
