Im brazilian,HKSAR permanent resident and i would like to know if theres any way i can apply for a driving license in macau or somewhere like thailand or Singapore,since in hong kong it takes quite sometime to get one.
Any recommendations?

i assume you do not have any existing driving license for which you can apply for an international driving license.
each country has its own set of rules about obtaining a driver's license. best that you google the website to check what each country requires to get a driving license but normally to get a license you have to undergo a written test and a practical test. it is not like going to the supermarket and buying food - same with a license, i haven't heard about going up to the transport department to apply for one and get one immediately.
so i am quite baffled by your question maybe because it is not clear what you really want.
