I know it can't be answered quantitatively but how do you rate the three schools? We are moving from New York City and looking for a school for girls - kindergarten and lower primary. Thanks.

I'm not sure anyone would have enough information about all three items in your list to be of much help in comparing them, especially since ESF and Delia are organizations which have several schools. Plus the rules of the forum must be respected.
Things you might consider:
- availability of space in the grades you want
- curriculum eg. American, British, Canadian
- locations of the school and your residence
- school fees and/or debenture from your company

I would recommend HKIS and ESF over Delia. The students that I had from Delia left once their English improved.

Yes, one of the few things that I've heard about Delia is that it is one of very few schools that accepts children whose English is not upto the standards demanded by other international schools. This is obviously a good thing if your children fit into this category, but not necessarily if they are native speakers.

if you are coming from the US, HKIS will be the easiest "fit" as it is also US based curriculum. It also is one of the more pricey ones, and the location (south island) can be a bit of a haul on bus if you decide to live in central or on the other side of the island. (there are kids who sometimes vomit on the curvy bus ride to school) If your plan is to be in HK for the shorter term, then a school that will not be too disruptive to your child's education might be the way to go. However, your kids are young and they will probably adapt easily and quickly to whatever school you choose.
Another "up and coming choice" for lots of moms and dads is HK Academy. You can do a search on here - there was recent discussion of the school.
