Hello,
I am a manager at the HK branch of a multi-national company w/ origins in the US. Out of curiosity, does HK employment law prohibit managers within the same company from reviewing the resumes of subordinate employees? I asked to review the backgrounds of client service officers responsible for supporting my product but was told by HR that unless I am their direct manager, I am not allowed to view their CVs. This seems odd to me. Is this the practice of all firms in HK?

Generally, multi-national companies' policy restrict access of "confidential data" to their direct managers, so as to protect the employees' interest/career. CVs should be part of the confidential data.

That's interesting. So even if they are indirectly reporting to me, I am not allowed to review their backgrounds? What if their CVs were stripped of any personal data such as HKID number, personal address etc.? Reason I ask is we frequently get new client service officers coming in without so much as an introduction. So in order for me to more effectively train them, it would be nice for HR to provide some information on their previous work experience. Didn't realize resumes were so confidential. At my previous jobs in the US, new employee resumes were kept in a common folder or passed around before they got hired.

If the org hierachy have the officers dotted line reporting to you, then it's a different matter altogether.
Different companies do their employees' intro differently. The easiest and proactive approach is either informing their mgr to provide the employees' background (eg. past experience) or have the employees to do a quick self-introduction . The latter is recommended as the employees can make their own decision on how much they will like to share.
Keeping folders of resumes to be passed around is for hiring mgrs to review & select interview candidates.
