"Dry" and "Cool" feature on an air conditioner?

What is the difference between the "dry" and "cool" features on an airconditioner. Does the "dry" feature also cool at the same time? It I set my aircon on "cool" at say 24 or 25 degrees - the air sometimes still feels quite damp - would I be better off using the "dry" button? Any air con experts out there?
