Any problems for/obstacles to someone with a permanent ID cashing out MPF accounts upon leaving HK?

Not really. Assuming you are not retiring, you have to sign a statement to the effect that you are leaving permanently. But IF you do come back at some future date you can rejoin the MPF but cannot repeat the withdrawal bit until legitimate retirement regardless of whether or not you leave HK before that time.
