Is there an age limit for adoptive parents? Or is fostering a feasible option for a non-Chinese expatriate?

When I was looking into this, HK seemed to be the exception in being quite open minded about older parents adopting. It seems many many countries have age limits both parents needed be under.
On fostering, yes, non chinese expatriates are welcome to foster. In fact, many children in foster care are likely to be adopted by English speaking parents, so it's helpful for them to be placed with English speaking foster parents.
Do call the SWD though, they are very helpful on matters such as these.
