Suggest you contact the IRD direct. No other suggestions here are going to be particularly helpful - you still won't have received it whatever the reason.

i haven't got mine but my boyfriend got his. Last year I got mine first and his was months later even though he came to HK a full 2 months before me to start work. SO I'm not worried but will call the ird in another month if it doesn't turn up.
