The machine is actually called a Silk Epil and it is made by Braun. I saw them some time ago in Sogo on the top floor where they sell all the home appliances and electrical goods.

it hurts only the first times 9if you have been shaving before the roots are strong and thick), after using it for a while, just need once a week and does not hurt.

Available in any Fortress also.
