There is an organization in Shanghai that is just called The Community Center. They have counselling. However, although the name doesn't make it clear, they are a Christian organization. That might be totally okay for you, but it might not work so well if you are Buddhist, etc. because they are pretty hard core about it. Their services are pretty costly for those who aren't on an typical expat salary, but if you are, it's reasonable.
