If I get my father (62 y.o.) a dependant visa, can he, on the other hand, apply for a dependant visa for my sister (15 y.o.)?

is there a limit in the number of dependants? why not sponsor both your father and sister?

The answer to the original question is NO. A dependant visa is issued only where the sponsoring principal is a holder of a non-dependant visa in his/her own right.
