Here are some simple tips for heat rash:
Try to have naked time during the day to have his skin exposed to the air.
Keep him dry and cool when possible.
Wear light 100% cotton clothes and change often if needed.
Pigeon Compact Baby Powder from WingOn is great - it is baby powder compressed in a compact (so none of the loose particles in the air that are dangerous for babies to breath)
There is an excellent thread on Eczema if you search for it, it has lots of very good and detailed advice.

heat rash and eczema are different - and require different treatments. Heat rash - powder, light breathable clothing are all important.
Heat can cause eczema to flare up - but it's best to figure out exactly what your baby has.

The powder will work for heat rash, not eczema... I think you need to find out from the Dr which it is he has to then figure out the best treatment.

boss, i have the similar skin condition (im 23) my skin flare up when its hot and NOTHING ever cures it..
i was diagnosed with skin asthma and contact dermatitis. dont worry its not a bad as it sounds.. but do try to find an allergy specialist
they are more adept at identifiying the symptoms than a regular paediatrician
im speaking from experience as ive had my skin problem since i was a baby and i was only diagnosed when i was already 18.

Most prickly heat rashes heal on their own. The following steps can help relieve symptoms.
Start by cooling your baby down. Remove or loosen clothing and move him or her to a cool, shady spot.
Cool the affected areas directly, using cold wet washcloths or a cool bath.
Let the skin air-dry instead of using towels.
If your baby's skin is irritable to touch, calamine lotion or hydrocortisone cream may be used with your health professional's approval.
Avoid ointments or other lotions because they can irritate the skin.
The following tips can help prevent future episodes of the rash:
Dress your child in as few clothes as possible during hot weather.
Keep the skin cool and dry.
Keep the sleeping area cool.

My baby also gets heatrash on occasions. On doctor's advice I apply calamine lotion - takes care of the itch and minimises sweating. Rash is gone within 3 applications!

I wouldn't use powder if I were you, since it closes the pores on the skin, hence the skin doesn't breathe. I used to live in Sanya (island south of China), very hot weather all year and my baby was just 3 months old when we moved there. She used to get heat rash at the beginning. Dress the baby with light clothes, leave him naked whenever possible, ventilate your house as much as you can

if it's on the child's bottom, use the diaper cream recommended, with zinc oxide. my kids got heat rash on their butts a lot in the summer. sleeping on his face would make him heat up. i wonder if having an aloe vera plant would help soothe it? if you cut a piece and put it on, it would likely help.
