I recently sold my car to a dealer and they said that they will take care of all the paper work. But the Transport Dept. tells me that I need to come into their office with the buyer together and sign the paper. Has anyone had bad experience by car dealer where they don't transfer the title to their name?

You should be signing a form called "Transfer of Ownership" of your sold vehicle. Make sure the dealer does that or else, you'll be liable for every dings/dents/accidents from your sold vehicle.
