I think that officially you will also need a mountain biking permit, which you can get for a nominal fee from the National Parks people (I think there's a thread on this forum somewhere with the info on where to apply for these).

We went biking at the Tai Po Waterfront Park on Father's Day. It was excellent. The trail starts at the tip of Tai Po (don't know the name of the place, but you can find it on a map), and goes all the way to Shatin. If you don't have enough bikes, there are even stalls where you can rent at one end and return at the other.
