We will move in a new apt soon, and our agent suggested to change the door lock, as other agents (?) also have keys to the apt. According to the agent, this will cost around 400 HKD. Is this normal procedure? Is 400HKD a reasonable amount?
Other question: is it normal to share the 'stamp fee' between landlord and tenant?

I would change your locks, it happened to me on my first morning in new flat that another agent brought people around to see it! They hadn't got the message from the landlord. HKD500 is normal price. And yes you share the stamp duty.

Usually I find a local place. Last year I needed a locksmith to break in (yes, left the keys inside along with my phone), so I asked the management office for a number. Daytime 'emergency' call out, including fitted a new lock (he had to drill the original) $230.
I don't know where you live but check with the management in the building, other residents, yellow pages, local police station, or take a walk about the area. I have always found the cost of the lock includes fitting it.
BTW, it's a very good idea to change the locks. Agents, old tenants, friends of old tenants and owners might have copies.
