It's very easy - if you have a HK driver's licence.


I did it last week, took about 20 minutes and costs less than $100.


Look for driving permits at Transport Department website - download the form, add two photos and go to any of the four locations listed. If you pay by EPS, then you get the card quickly; otherwise, you have to wait in line to pay at the shroff office.

The general rule governing International Driving Permits is that they can be applied for and issued only in the country where you hold a valid driving licence. They are designed for short-term use only as the overseas countries where you intend to drive normally have their own rules such as requiring you to apply for a local licence after 3 months. So in your case, if you are in HK and have a UK licence you cannot apply for an IDL here, but if you are staying here for a longer period you can apply for a HK licence.
