landlord not returning deposit

i left my old flat 3 months ago and have not recieved the deposit back.the landlord lives overseas.i was thinking about approaching new tennants but was told this was illegal.the police and estate agent are not intrested.anybody have any suggestions?thanks

BTW, this is why most people stop rent payments two months before moving out.

Small Claims Court will be a good option provided the total amount of your claim is less than HK$50K. Please note that most tenants would do a handover with the landlord on the last day of the lease period and give the keys back in exchange for the rental deposit. It is not legal to hold back on paying the last two months' rent - but it is often what is done.
